- The applicant must be either a registered sole proprietorship/partnership firm or a Company Registered under the Indian Companies Act, 1956/2013.
- The company/firm should have PAN, GSTN Certificate.
- The company/firm should have been registered under Employees Provident Fund (EPF) Authority.
- The company/firm must have full-fledged office / development centre in Odisha. Copy of lease agreement or own building document is required as a proof. Applicants running project management / implementation unit for a client on project work won’t be considered. The applicant will give a self-declaration to that effect.
- The Partner/ CEO/MD of the firm/company should give an undertaking in writing that on the date of submission of bid there are at least 7 (seven) employees on the permanent roll of the firm/company having recognized qualifications like M.C.A / B.Tech / B.E. / M.Tech / M.Sc. in Computer Science .The applicant registered with EPF Authority and the copy of latest EPF register along with the deposit challan / ECR is required.
- The firm/company should have a minimum average annual turnover of Rs.50.00 (fifty) lakh from IT/ITeS only in the immediately preceding three financial years ending with 31/03/2019. The firm/company has to furnish CA Certificate, PL Statement & Balance Sheet as proof of Turnover along with Income Tax return for last three financial years.
- The details Software Development/GIS & GPS Solution/ Scanning & Data Digitization/ ERP Implementation / IT Support Services/ e-Governance Projects successfully executed during the immediately preceding three financial years is required(for Software firm/company only).
- The details of projects CCTV & Surveillance System, Disaster Management System, Access Control System, V.C System, Traffic Management System etc. successfully executed during the immediately preceding three financial years is required(for System Integrator only).
- The firm/company should not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of India / State Governments.
